Anthony Rizzuto is the President and founder of AVR Consulting, Inc.. He has been working in the property/casualty insurance and reinsurance industry since 1986. He has held management positions with Custom Risk Solutions, Kemper, TIG Holdings, American Re and Sedgwick. Anthony has substantial experience in the pricing and reserving of property/casualty insurance and reinsurance business and has participated in numerous due diligence assignments relating to mergers and acquisitions in the property/casualty insurance industry. He also brings unique expertise in the areas of dynamic financial analysis, capital allocation and statistical modeling. In addition to their actuarial aspects, Anthony’s roles have included significant “operational” responsibilities, including planning, new product development, development of key strategic initiatives/alliances and the implementation of management information systems. Anthony is also approved to certify loss and expense reserves for Vermont captive insurance companies.
Through the breadth of his background, Anthony provides AVR Consulting and its clients with a vast network of high-level contacts throughout the insurance, reinsurance and brokerage communities.

Colleen Walker is a Principal
and Consulting Actuary with AVR Consulting, Inc. She is an Associate of the Casualty Actuarial Society, a member of the American Academy of Actuaries and has worked in the actuarial field since 1991.
Prior to joining AVR Consulting, Inc., Colleen worked at Munich Re America, where she most recently held the title Chief Actuarial Officer - Insurance Company Operations. She is expert in primary insurance rate and rule filings and MGA / Captive program management. Her experience includes the following:
- Rate level evaluation and maintenance for all commercial lines of business (including WC, Auto, General Liability, Property, Inland Marine, Crime, and miscellaneous Professional Liability)
- Rate and rule filing expertise for all commercial lines of business
- Successfully handling insurance department rate and rule filing questions in all states including the more complex states such as California, New York, Florida, Washington and Georgia.
- Product development for new and existing MGA Programs
- Preparation and evaluation of monitoring reports
- Evaluating of new MGA programs
- Annual evaluation MGA programs and their captive participation
- Estimation of collateral requirements for captives
- Reinsurance pricing
Colleen also held actuarial positions at Swiss Re New Markets and CNA/Continental Insurance where she began her career specializing in Workers’ Compensation profitability analysis, rate indications and rate/loss cost filings.
Prior to entering the actuarial career, Colleen worked part-time in a local insurance agency providing support to the agents and customer service representatives. She holds a Bachelor of Arts degree in mathematics from Rutgers College.
